New Standards for Training Packages

The Standing Council on Tertiary Education, Skills and Employment (SCOTESE) endorsed new Standards for Training Packages, developed by the National Skills Standards Council (NSSC), on 16 November 2012.

The purpose of the Standards for Training Packages is to ensure Training Packages are of high quality and meet the workforce development needs of industry, enterprises and individuals. The Standards apply to the design and development of Training Packages by Industry Skills Councils (ISCs), which are then endorsed by the NSSC.

The Standards for Training Packages replace the Training Package Development Handbook (which includes the previous Training Package Development and Endorsement Process) and are now available on the NSSC website.

The new Standards for Training Packages implement the agreed recommendations from the joint COAG/NQC VET Products for the 21st Century Report, endorsed by the Ministerial Council for Tertiary Education and Employment.

Under the new Standards there will be a strengthened quality assurance process that will include all components of a Training Package put forward to the NSSC for endorsement.

The national register of information on Training Packages, Qualifications, Courses, Units of Competency and Registered Training Organisations – – will publish streamlined training packages upon their endorsement by the NSSC.

The Office of the NSSC is currently establishing a collaborative process with VET stakeholders to support implementation and develop a shared understanding of the design and implementation of the new Standards.

Transition and Implementation

The transition period, as outlined below and summarised at Appendix A, has been designed to minimise the impact on the VET system and enable effective implementation.

From now until 31 December 2013, the NSSC will accept Training Package Cases for Endorsement from ISCs that meet the new Standards for Training Packages or that meet the Training Package Development Handbook.

From 1 January 2014, the NSSC will only accept Training Package Cases for Endorsement where the proposed components meet the new Standards for Training Packages.

By 31 December 2015, all Training Packages will meet the new Standards for Training Packages.
