National Monday Update

It was a pleasure to be back in Brisbane last week and to have the opportunity to meet with both the Queensland State Committee and so many Queensland members. At our meeting, the Board considered a number of critical issues vital to the future of ACPET and the private tertiary sector we represent.

National

The 2011 ACPET National Conference entitled The Future of Tertiary Education was the perfect setting for the launch of ACPET’s new research journal for private higher education, The ACPET Journal for Private Higher Education. ACPET is now calling for submissions for its inaugural edition which is scheduled to be published in April 2012.

From the corridors of government departments, to State Parliament, out to the Victorian regional cities of Bendigo and Geelong and internationally to key cities in China – I feel most privileged to have represented ACPET Victorian members over the past five months. I am the Victorian and Tasmanian Executive Officer, Maria Langwell, and this week’s ‘In focus’ looks at our Victorian activities (I’ll report on Tasmanian activities in a couple of weeks).

ACPET has been working closely with the Tertiary Education Quality Standards Agency (TEQSA) to gain information for members regarding the transitional arrangements as Higher Education regulation transitions from state registration and accreditation agencies to TEQSA. TEQSA will assume its regulatory functions from 29 January 2012. The following advice is intended to assist members in the transition process.

The Minister for Tertiary Education, Skills, Jobs and Workplace Relations Senator the Hon Chris Evans recently launched a new publication Making a difference: Australian international education which celebrates the achievements of international education in Australia. 

“... it is the experience of the hundreds of thousands of students from 190 countries who travel to our shores to study which will determine our future success.” Senator the Hon Christopher Evans Minister for Tertiary Education, Skills, Jobs & Workplace Relations.

Australian Capital Territory

The Training and Tertiary Education Forum provides an opportunity for stakeholders in the ACT to hear from the Education and Training Directorate about current and future vocational education and training activities and related matters.

Administration staff of Registered Training Organisations are encouraged to attend this workshop to increase their knowledge and understanding of the obligations involved in the administration of Australian Apprenticeships and other competitive purchase training initiatives managed by Training and Tertiary Education. Two sessions are scheduled for the convenience of stakeholders.

The VETnetwork Australia Biennial National Conference will be held in Canberra 17–19 October 2012, with the theme ‘Paving Pathways – improving quality: realising opportunity’.

New South Wales

A reminder for our NSW CRICOS members to nominate their best student for the NSW International Student of the Year Awards 2012. Please note that this award is not for academic achievement but rather contribution to the community.

Applications are invited from educators and industry specialists to develop and trial professional development programs to enhance the skills of VET practitioners to manage and deliver vocational education and training in the area of energy efficiency.

ACPET NSW invites our Newcastle, Hunter and Central Coast members and non-member RTOs for a professional development and networking opportunity.

NSW members are encouraged to take up the opportunity to hear from the e-learning experts. Join social media and workplace learning leaders Jane Hart (UK), John Buchanan (University of Sydney) and an expert panel discuss the ways that we can apply broadband to e-learning as the NBN rolls out.

ACPET NSW is hosting compliance workshops and networking opportunities in Parramatta and Shellharbour for RTO members and non-members.

Northern Territory

There are still a few places available for the last professional development workshop for 2011 on 16 December 'Preparing for audit'.

Queensland

Queensland members had the opportunity to meet with the new ACPET National Board when the Board met in Brisbane last week for their final meeting for 2011. 

This half-day workshop will be presented by Paresh Kevat, Business Intelligence Analyst at IDP Education Limited.

Following on from the recent formation of the Study Queensland Industry Council (as featured in 21 November’s NMU) and as a result of the review of Queensland Education and Training International (QETI) commissioned by the Department of Employment, Economic Development and Innovation (DEEDI), the roles of key government agencies providing support to the international education and training industry have been revised.

South Australia

Tasmania

Tasmanian members are invited to join with the ACPET Board, Committee, staff, and fellow members for this year's Christmas celebration.

Innovation Business Skills Australia has commissioned Precision Consultancy to produce a discussion paper to support the development of a capability framework for the VET workforce. The discussion paper will be presented to a number of national consultation workshops due to be held during the last week of November and the first week of December.

Victoria

Victorian members are invited to join with the ACPET Board, Committee, staff, and fellow members for this year's Christmas celebration.

In conjunction with the TDC, ACPET secured five $10,000 grants for its members to develop and implement a project that supported their College’s workforce development and capacity. After receiving nine quality project concepts, the TDC has agreed to fund all applicants in 2012. The members that will be participating in the 2012 Coaching and Mentoring Initiative are:

Last week, ACPET members attended an informal gathering with Patricia Neden, CEO, IBSA Skills Council, together with one of her staff members, Eddie Hardman, who has responsibility for the Business Sector and associated Training Package.

ACPET would like to congratulate Sheila Douglas, VET Manager, Employease, on receiving a place in the 2012 ISS Fellowship Program for her research in flexible/blended methods of delivering aged care training by smaller RTOs to rural and remote communities.

As in previous years, the three outstanding projects from ACPET’s e-learning projects (funded by SkillsVIC) showcase their work at Converge11, the Annual E-Learning Conference, which is designed to enhance e-learning opportunities and knowledge for VET providers. With more than 200 delegates, the ACPET workshop enthused other RTOs to consider e-learning as a mode of delivery and assessment.

This week, it was JMC Academy Melbourne’s turn to showcase their talent through their 2011 Showcase Spectacular. Guests were treated to a varity of entertainment, short animation and films from students across all departments.

Last week, Maria Langwell, ACPET’s Executive Officer Victoria and Tasmania, attended a forum, organised by CQUniversity, Melbourne campus, on Innovations in International Education. The keynote speaker was Associate Professor Christopher Ziguras, Deputy Dean (Learning and Teaching, International) in the School of Global Studies at RMIT.

SkillsVIC have commenced their new audit strategy for government funded training, with an emphasis on business processes and controls alongside compliance with the minimum requirements of the Skills for VIC Service Agreement and appropriate expenditure by providers.

PwC and Protiviti Pty Ltd have been appointed to undertake the audits. In July, ACPET was invited to present 'A RTO Perspective' as part of the auditors’ Induction Program.

Dive into e-learning or plan and implement cautiously and carefully? We’ve heard good and bad stories either way but eventually someone will want to see a business case for an e-learning project. Join us in this session to work through the business case for e-learning template we use with RTOs in our e-learning mentoring program.

Western Australia

Dr Ruth Shean has announced that effective immediately the Department of Training and Workforce Development will reinstate the issuance of a government supplied trade certificate in conjunction with the RTO's certificate of completion.
