1. Scope of Application of a Unique Student Identifier

The Ministerial Council for Tertiary Education and Employment at its meeting of 28April 2010 agreed, in principle, the minimum scope of application for a Unique StudentIdentifier (USI) as it applies to the VET sector. It was agreed that that in order to maximise the benefits of a USI and establish a credible long term cost/ benefit, this minimum scope should include that:

  • it is of national scope and application and covers the operation of all RTOs
  • it applies at all AQF levels,
  • it encompasses public and private RTOs regardless of whether a provider or its students are publicly or privately funded,
  • it applies to international students enrolled in any AQF qualification with an Australian training provider whether onshore or off‐shore,
  • it applies across all accredited programs

This scope requires that there must be clear and definable benefits for the clients that fall within its scope (students, education and training providers, researchers and policy makers and funding administrators).

ACPET will also be making a formal submission to the review and welcomes the views of members to inform that submission.

ACPET prepared a submission in response to the New South Wales Tertiary Education Plan. ACPET’s submission raises concerns with the plan, and puts forward suggestions on:
  • The role private providers and Community Colleges can play in NSW;
  • Articulation from VET to Higher Education;
  • Principles that should underpin the NSW Tertiary Education;
  • International Education in NSW; and
  • Industry engagement.

NCVER is consulting with stakeholders on the statistical standard for the National VET Provider Collection; ACPET will provide a response as part of this consultation process. The current Standard has been in place since 2007 and is being reviewed to ensure it meets the information needs of the VET sector.

NCVER have released a discussion paper, Review of the AVETMIS Standard for VET providers, to provide a starting point. Members can access the discussion paper by clicking here.

ACPET has analysed the report and is deeply concerned by the breadth of changes proposed. It is ACPET’s view that decisions to increase the compliance burden on RTOs need to be weighed and carefully considered against the interests governments and researchers may have for more data to support policy making. It is not clear from the discussion paper that this analysis has occurred. ACPET believes the implications for providers and students would be severe if the proposed changes were to proceed.

The Productivity Commission is currently focusing on the Vocational Education and Training (VET) sector. ACPET will provide a submission to this study.
The Commission has been asked to consider both the VET workforce as a whole and provide advice on:
  1. Factors affecting the current and future demand for the VET workforce, and the required mix of skills and knowledge
  2. The current and future supply of the VET workforce
  3. The structure of the workforce and its efficiency and effectiveness
  4. Workforce planning and development, including any changes to ongoing data collection to provide for future planning and reporting requirements.
