The last decade has seen substantial growth in offshore delivery of educational programs.
Some international sources are predicting that up to 40% of higher education by English speaking countries will be delivered by transnational programs by the year 2020. This would equate to around 1.4 million students.
A series of workshops have been developed which will cover the Internationalization of Education and Good Practice.

The National Quality Council (NQC) agreed in 3 December 2009, that data be collected from all Private RTOs regarding programs, enrolments and locations of offshore delivery in 2009. This was agreed in order to establish the quantum of offshore VET activity and implications for quality assurance. The collection will occur between now and the end of 2010. The NQC has engaged the National Centre for Vocational Education Research (NCVER) to conduct this collection.
The NQC is currently working with all Registering Bodies to provide the names of Private RTOs within their jurisdiction. In order to minimise the burden on RTOs, the NQC is striving to focus the collection just towards RTOs that are known to be delivering VET offshore. For this reason, NCVER has requested that ACPET assist them with information (Name, Alias, RTO id, delivery location offshore, contact details and contact person) of any private Australian RTOs delivering VET offshore as a tool for validating the list provided by the registering bodies before data collection commences.
This is the first time that a national data collection of this type will be conducted within the private sector. Compiling an accurate and complete list of RTOs is the biggest challenge faced by the project and will be critical to it proceeding to its next stage. Data collected during the project will be subject to strict privacy policies and no information will be released about the operations of any individual RTO. The NQC particularly acknowledges the role of ACPET in ensuring its success. The results of the project will be shared with States and Territories through their representation on the NQC and we hope the report will be of great use to stakeholders in future policy development.
