The Objective of the Overseas Student Tuition Assurance Scheme is to ensure that the overseas students displaced from any course conducted by a member of ACPET's OSTAS due to the members inability to continue the course are efficient relocated in a comparable course with another member of ACPET's OSTAS or other approved provider.

What the Scheme provides

ACPET will arrange for any overseas student who has not withdrawn from the provider and requires placement due to:

  • the course not commencing on the agreed starting date;
  • the course ceasing to be provided after it has started; or
  • the full course not being delivered because a sanction has been imposed on the provider;

to be offered enrolment in a suitable comparable course with minimum disruption to studies. The member receiving the overseas student will make not additional tuition charge for the portion of the previous course for which full payment has been received by the member provider who is no longer able to continue that course. ACPET does not transfer any fees to member colleges to accept students. The new provider is entitled to charge the normal tuition fee for any portion of a course not previously paid for by the overseas student.

 

How do I make changes to my OSTAS course scope?
 
The first step is to download the “Request for Amendments to OSTAS Cover” document.  
Once you have requested the changes to your OSTAS course scope, you will need to fax it 02 9264 4550 or email membership [at] acpet [dot] edu [dot] au (Membership)
 
The Membership Office will contact you within 1 week if there are any issues.
 
Does ACPET notify DEEWR of any OSTAS course changes?
 
Yes. Once your courses have been added, the Membership Office will send DEEWR and the main contact of the membership a fax stating the changes to your OSTAS course scope.
 
I made OSTAS course changes, but PRISMS says they are uncovered, what should I do? Who should I contact?
 
Once we send the OSTAS course coverage to DEEWR and the main contact of the membership it is up to DEEWR to update PRISMS. If your courses are not appearing in the PRISMS website, you need to contact DEEWR directly. You can contact DEEWR on 1300 363 079. 
  
How do I change my OSTAS Student Capacity?
 
To change your OSTAS Student Capacity, you need to send the Membership Office a copy of the application for the increase in CRICOS Student Capacity that you send to your State Accreditation Authority. Once a copy has been received, the Membership Office will assess the application and invoice you if required.
 
How do you calculate my OSTAS Category?
 
The Membership Office determines your OSTAS category by the approved or applied for CRICOS Student Capacity, not by how many students you have currently studying.
 
Why are my OSTAS courses a status 5, and what does it mean?
 
An OSTAS course will be placed in status 5 when it cannot be added to your OSTAS scope automatically, but where coverage is still under consideration. The Membership Office will be in contact with you regarding any special provisions that may be required to secure OSTAS coverage for the course.
 
A higher OSTAS Category or Type and/or the need for additional financial requirements, such as a Bank Guarantee, may be applied to applicants whose industry, courses, delivery methods, delivery locations, student capacity and/or fees in advance policy cause them to be deemed as posing a higher risk to the TAS.
 
What is a CoE Statistics Report for Active CoEs?
 
This report lists statistics relating to Certificates of Enrolment issued by providers listed on CRICOS over a specified time period. Providers can download reports from the PRISMS website: https://prisms.deewr.gov.au/Logon/Logon.aspx.
 
ACPET requires a “snapshot” report, so when generating it please run it to and from the current date. Eg: From 21-03-2010 To 21-03-2010.
 
What is a CRICOS Individual Provider Report?
 
This report contains contact and location details, as well as registered courses for Providers listed on CRICOS. It can be downloaded from the PRISMS website: https://prisms.deewr.gov.au/Logon/Logon.aspx.
